The Beginning - Filling a Need With a New Venture
Cedar Rock Alliance (CRA) was established in July 2021 to provide practical solutions to the multi-aspect challenges facing American Indian and Alaska Native communities and global Indigenous Peoples at the height of the COVID-19 pandemic. CRA’s founder, Geoffrey Roth–a Native American leader and Indigenous Rights activist– decided to found a consulting company to assist in optimally and culturally safely addressing the systemic shortcomings,
historical neglect, and rampant inequities ingrained in the United States agencies and global institutions making decisions on policies, projects, and Initiatives impacting AI/AN and
Indigenous Peoples health and wellbeing.
Starting Up - Strategizing With Key Partners
CRA started operating in August 2021, working with Tribal Nations, the National Indian Health Board, and Urban Indian Organizations on diverse sustainability strategies and technical solutions to improve their financial infrastructure by maximizing policy provisions and health
information technology related to the Indian Health Service (I.H.S), US Department of Health and Human Services (DHHS), the Centers for Medicaid and Medicare (CMS) and other State-based agencies. In the same year, CRA started providing Interim Executive Management services for nonprofit organizations in transitional stages to ensure successful and stable leadership transfer.
Collaborating and Leading With Action
Since its inception, CRA has volunteered over 30% of its time to ensure AI/AN and Indigenous Rights are respected and fostered in international instances and UN agencies through collaborating with the United Nations Permanent Forum on Indigenous Issues, and the Food and Agriculture Organization’s initiative for the Indigenous Peoples in North America; as well as by partnering with

Research and Continuation of Services
In November of 2022, CRA reinforced its AI/AN and global Indigenous rights work by working with the Ărramăt Project through services regarding Indigenous Data Sovereignty, research on the application of Free, Prior, and Informed Consent, and compliance with the UN Declaration on the Rights of Indigenous Peoples (UNDRIP)to benefit Tribal, Urban Indian, and Indigenous
communities in the United States and abroad.
Growing and Expanding
In 2023, CRA expanded its services to Tribal Communities interested in incorporating Traditional Health Workers and Expanding Native Elder Care systems in their infrastructure per the CMS billing schedule in Oregon and Arizona. In 2024, CRA will continue working with Sovereign Tribal Nations on a variety of issues aiming at strengthening their healthcare capabilities and strategies.
